India has nuclear weapons ... How?

I am gonna tell you, with the way that Indians perform in the U.S., you'd think that India was a damn utopia. However, from what I have seen, India looks more like a third-world country. And they talk about Africa. One thing about many immigrants that I could never understand, is why can't they transfer the same performance and effort to their own countries and make them great? I could never understand that.
